What's up with the ratings?

I've noticed that there are stars by everyones name that has a number rating in it. What does this number mean? Who is rating us? Can we rate others and if so how?

it is with users with equal or more than 100 post. it is aid that this number depends on how you are rated by others in scale of 100. you can rate others as well.

The Star represents your MyLot reputation and to those response that you made in every discussion then the MyLotter also rate in you and you can do the same thing they do with you to rate them in - + ! or in this box you can rate it and you can see it in the right side of every response......
