who have to help poor people

Hi Mally It is not the duty of rich people to help the poor. We all can help others in one way or the other. If some body needs money and we have an attitude to help them we can do even with out being very rich. Helping others is an attitude. We can not force others to help somebody who needs money. It should not be for publicity. There are many kind hearted rich people who help poor people and there are many others who are immensely rich but will not give any thing to any body. Government can collect tax from the rich people and can spend this for the uplifting of the poor. I think it is not feasible to make all the rich people to help the poor through Government order.

I believe that each person has a duty to fellow mankind to assist in anyway possible. I do think that we need to be wise if a person tells you he's hungry. Supply him some food, not money. I do not believe you can mandate people to help.one day I may be hungry, and I hope there's someone out there is willing to give me some food. Provide me some work so that I might buy some food. Please understand I am talking about people that are truly in need. I am not talking about people who are lazy or unwilling to work hard to supply for their own needs.
