Do you know any FREE programs that allows you to change colours in a video?

Hiya. I have been searching for ages and can't find anything on how to change the colour of your videos, like if you want to change blue hair to blonde in a video, i can't find any softwear that is free or any at all!!!! So if you know of any that is FREE please let me know.

The only way I know of at this time is to painstakingly edit each frame one by one. In the movie Gladiator, one lead character there pass away before finishing his part and the director decided to digitally render it to add important scenes with the guy and it cost him millions. I thinks if there is a tool for that then it wouldn't cost that much.
