Why does Taco Bell give you so many sauces?

Every time I go to Taco Bell, it doesn't matter what is ordered, they give me (seriously) like 15 packets of sauces. And when they actually ask if I want sauce, and I say no, they just give me a little less, like 10. Wtf. I don't want your sauce! Why do they do this?

If I ask for sauce they will give me like 10 packs, but if I don't ask for any, I don't usually get any. I don't mind having extra sauce. I know a few people who use 3-4 packs on each item them order, so I guess it is better to have extra rather than not enough.
