Firehouse Offers is Confusing, need help!

I have NO idea what I am doing on Firehouse Offers. I try to submit a survey or something but I hadn't had the chance to take it, and I just don't understand the format of how it works. Could anyone help me and let me know what the procedure for doing things on that site is? I've read the "how to Succeed" part and it didn't give me much help. Thanks everyone!
