Is It Hard To Get A Page Rank of 3?

I want to start a couple blogs on different niches and sign them up for payperpost when they get qualified. A lot of the opportunities in there require a page rank of 3. Is it really that hard to get that? How often would I have to post? I think I've heard before that pretty much any website can get a PR3, that it's a standard, true or not? Thanks.

My blog has achieved PR2 mostly through quality backlinks. I have links back to my blog on some big important sites, wherever I have a profile page, and through sites like qassia where I can post articles with links back to it. The other important thing is to keep the blog very active, so you need to post on it regularly. My blog is only a few months old so I think it is possible to reach PR3 in around six months from starting.

Hello, bud. It is. Yes it is hard to get our blog page-ranked 3. But, If we are patient and have perseverance, it is not that hard. Things to do besides posting is doing blogwalking and leaving a comment or two there. Another is submitting to directory submission like Dmoz, Addme, etc. or join blog society like spicypage or entrecard. And don't forget to do link exchange. This one is effective to increase our blog link popularity from which page rank parameter is taken. OK, Kick the ball rolling www.bucksfreak.com

I have one PR3 blog, but it has been around for over a year and has directory links. Directories are probably your best chance to get a high PR link, so you should definitely submit your URL to a few. I've also heard that any blog can get PR3 if it has a hundred or so posts and has been around for a year, but I'm not sure if that's true if you don't have any backlinks.
