Changes in Correos (postal services)

I live on a rural road between two fairly small towns and, to date, have had most mail delivered to a box situated outside of my gates. Then I get a general letter from the correos that tells me they are going to stop delivering (the post office is only 2km away.) I was instructed to go to the correos office to discuss this. Presumably they want me to collect my mail. But the guy at the post office says "no no, ayuntamiento" which is the local council offices/town hall and they said come back after the fiestas. Is it just me or is Spain completely beaurocratic and why cant they just get things done? Fiestas take precedence over everthing.

I don't know about Spain but here in the U.S. the postal service is just as bad. I know people who live in very rural areas and the post office refuses to deliver to them, they have to go to pick up their mail and PAY for this "service." I would be furious if I was in that situation.
