Any ideas on how to best build referrals?

There are many money earning sites that I've tried that just don't pay much unless you get referrals. Then the money is much better. But how does one go about doing this, without maintaining your won website? Getting a website isn't a problem, but unless you promote it, the traffic is so low that no one will see your referral link anyway. The problem just moves from promoting your referral link to promoting your website. Does anyone have any ideas for quick ways to build referrals?
