Is drving really simple as this?

One of the requirements in securing or renewal of driver's license in our country is drug test. This is simply accomplished by submitting urine sample to land transportation office's accredited drug testing clinic. I came to renew my driver's license last Friday. I am happy that within 2 hours, I already had it renewed. But I wonder how know drug dependents or users came to have hold a driver's license and even renewed it that simple. I know some people, know personally to me that users of these prohibited drugs and still hold a license and able to drive a motor vehicle. How strict is this agency with the issuance and renewal of these licenses? Is your licensing agency or office in your place strict with its rules? Or simply like this?
