Actually, he jumped a shark in a cage in the ocean on water skis. Richie drove the boat, the boat went to the side of where the shark was caged, Fonzie hit the ramp and over he went.

Sure. It's generally used to pinpoint the exact moment when a TV show stops being as good as it was. This is often an uncharacteristic moment or desperate attempt by the writers & producers to "pull a stunt" to try and revive sliding ratings. The term comes from the Happy Days episode where Fonzie Jumped The Shark tank with his motorcycle.
