question about best responses

When you are selecting a person for best response, and there is a comment under them, do both people get credit for the best response? And if there is a comment, and you want to select the comment for best response, how do you do it without including the person on top of the comment. There are no best responses by the comments made. Hope someone can understand what I am asking.
