Does Your sever system choke

What happen in life when the sever system chokes. The hell is created and there is filth every where. It happens where I am. Today it was a heavy rain for atleast 6 hours and when I went for bath. There started accomulation of water.When I tried to clear I found that the system was choked there was water and water outside. It took 4 hours to go down. We both took 3 hours to clean the house. Does it happen where u are, if so what do you do. Please share.
