Adsense Pin alternatives

Dear friends i'm using Google adsense in my websites,but it is showing only Public service ads on my web pages,when i logged in to my publisher account i found the reason that is My PIN.Actually i have applied for my pin 3 times,every time it is showing Pin generated and sent but i 'm not getting in my mailing address.I dont know what's wrong.I'm getting all my couriers,letters in my address but why this is not.Now what can i do ,is there any alternate way?Please help me.
