Downline and Upline (?) on PTC Sites

I think this is the terminology they use on PTC sites. Is is downline and upline or something like that? Can anyone explain what these mean? I think they are referring to referrals but I am not sure. I have tried to find an explanation for this but have not been successful. Thanks.

the question is how do you get those referrals? buying referrals are much like gambling.

Just a comment on 'buying referrals are much like gambling' I like to think of it as an investment albeit with risk but I guess investments all have risks
