The procedure is about the same for both of them - you sign up for a membership, post a profile, and then check out the listings of people who are looking for people with your skills. Elance has a very limited free membership account - you'll be blocked from bidding on the best jobs unless you opt for a paid account. Getafreelancer lets you bid on any jobs with a free account.
