Lingering touch

Here's a situation:
There's a high ranked official in a certain institution. He is very friendly with female staffs. He has this habit of touching the arms, patting the shoulder, caressing the back and winking on these females. They wanted to complain about what this official was doing, but then they were afraid. One break time, a staff was taking a nap on her cubicle when suddenly this official came to her and caressed her to the back. The staff did not know it happened until somebody who have seen it, told her. After knowing, she raged, went to the head and complained about what happened.
What can you say about it? For you, was there anything wrong with those touches and the winking?

a man should not take advantage of the woman.. i had a similar experience during my high school days when the librarian actually touched me, i told this to my mother, my parents knew the guy and the family, we were a small town people. My dad confronted the man.. and since then he never used the road and never talked to me. he did not know who my parents were .. until they confront him.
