Problem with wordpress themes and other types of templates

I need some help. I know that many people heard at least one time something about wordpress,and many of them already have a blog. I want to create some wordpress themes but I have a very big problem.I don't know many things about PHP. I know very well HTML, CSS and I have a lot of knowledge about web design. I have a lot of ideas of wordpress themes but I can't edit the PHP files. I would like to know if it is a way to view and edit just the HTML and CSS from the wordpress files.I would like to see it like in Dreamweaver. This is the same with other types of templates that include PHP. I have some big ideas but I don;t know the most necessary thing (PHP).I hope that there is a way in web design without PHP because I don't want to create just simple websites. I am waitng for helpful ideas, thank you!
