If you aren't allowed one and think that they are expensive then I don't think you should get one right now. Wait until you're living somewhere where you can keep one and you have enough money to feed and take care of it, and in case of emergencies.

I like to buy a pug, they are expensive too. But the worst problem I have is my mother because she hates dogs. Last week we had a fight. Even my father want a dog. my parents are becoming old and they need a friend, And the saying say that the Dogs are best friends. I cannot go to live in an apartment it is too expensive to me too. When a day I will live somewhere else I will buy one. I need some company although I have a girl friend I need another type of company that of a best friend dog.

Dogs are loveable when they are young and active but just like human in their old age, health problems arises. I remembered my dog of age 14 was put to sleep because of serious arthritis on her four limbs that she even has difficulty in standing. In the night she make noises because of pain. Throughout the month of her behaviour, my family suffered insufficient sleep to pacify her and we send her for accupuncture on her limps to lessen her pain and no medication thus help. The thought that she is still mentally alert makes us want to prolong her life but eventually we settle with the doctor's advice to put her to sleep reason being she is unable to enjoy her life anymore, not able to stand and the pain are hurting her. Sad to let a good friend go...indeed they are faithful and obedient.

Chow Chow's are not small. They are medium sized dogs. The two dogs you named have hair issues, so maybe you should get a dog with a short smooth coat. If you really want a pet, try looking for another place to live. Or you can try to convince the owner that you will get a small dog that won't take up much space. Sometimes you have to fight to get something.
