i am just finished verifying my paypal account and i am now happy because i can withdraw fund from my account but the sad thing is, the limit to transact still there. i can't send money to anybody or purchase referrals from my programs using my paypal. i also submitted my other documents such as my driver's license, social security system id and bill of my internet connection. how did you lift you account limitations? please help.

It just takes time. Like they will verify your e-mail, then your bank, your address maybe, your phone number maybe!

you should have picked the premiere account. all you have to do is sign up from your original account and get the premiere. i think you can get another one. check paypals terms and conditions, read them well.

I don't see what the problem is. If you have verified your account (using a checking account or other bank account as reference) then you certainly should be able to pay for things with PayPal.
The restrictions are all (at least, in all the countries I know of) on receiving money. There is a limit, in other words, to how much you can receive each month (in the UK this is £250). If you are receiving more than this each month then you need to upgrade your account. There should be a link when you log in to your account. Upgrading is free but the charges they make are different. Look at the FAQ and Help pages for your country.
