Such a Terrible Traffic Enforcer! (*_*)

Every morning we drive our kids to school along the National Highway of Dumaguete City leading to St.Paul University. And every morning, this traffic enforcer, I do not know if he is a neophyte because he has been posted there since time immemorial
, has been giving an early morning dose of headache to us motorists and even to pedestrians along the area.
During his shift (around 7 am) which is the busiest time of the day on that particular part of the highway, four-wheel motor vehicles, tricycles, motorcycles, bicycles, etc. are really screeching their ways in haste going inside the school campus of St. Paul's. And this traffic enforcer instead of regulating the flow of traffic in the area, seems to know nothing about what he's tasked to do!
Drivers and pedestrians alike would always see him waving his hands at all directions confusing us all whether we need to stop or we need to go. Sometimes he is giving a go signal to a particular direction but not stopping the opposite direction, that vehicles would meet at the center of the street and all can see thr frowns on the looks of such drivers.
Maybe this traffic enforcer had been receiving compaints against him because there was this time that during his shift, he was accompanied by a somewhat higher ranked officer who seemed to be observing him and from time to time giving him directions. What is worst about his performance, he never uses his whistle to regulate the traffic..this could have helped him break the bottlenecks on the situation. Just yesterday again he did his rampage on the highway; he gave a go signal to the east direction without stopping the hevicles from the north--just terrible!
What do you think should be done to incompetent public servants like these?

He seems like not familiar with what he's doing. He should have been trained before putting him in the streets. He may cause trouble and accidents. I'm lucky I'm not in your place or I'll be suffering headaches every morning.

I'm amazed that there hasn't been an accident yet. I guess complaints to the department head won't do much. They obviously took the re-training step, which didn't seem to have enough effect. What could be done is to inquire with a local news crew, if they might be interested in a story like that. This is a major traffic accident in the making.
