Question on PTC and IP adress...

I know PTC sites are keen on cheating and takes note of our IP adresses but is it ok to click your links from a computer outside of your residence or registered IP? Would it be an issue if they see you're clicking from different adresses. I never have done b'coz of that fear. What if you move to another residence and have a different IP ad? Another question (for the techies); If you move to a different place can you still retain thesame IP if you use thesame computer and all other hardware? Thanks.
