How will you deal with a stubborn and very active child?

What will you do with this situation? What strategies will you implement to be with the child? I have a neighbor whose son is very stubborn yet very active and lively. But most of the time, our other neighbors are not happy with him. They even seem to be annoyed with the child. Thank you for responding.

H[i]I neng, hmmm...that is quite hard but I am wondering why the parents will not gain any respect from this child, maybe they spoil him also! I am not a parent but as I have observed with my friends, if the mother will spoil the child the father is the disciplinarian and vice-versa so one voice will always be respected! But, in that case, if two of them will not be respected, maybe time to change how they handle the child like not giving all what he wanted so that he will not grow up spoiled![/i]

Firstly, it is crucial that the parents manage their frustration in healthy venues because parental reactions could be influencing the child's behaviour. My initial thoughts here are time outs enforced on the child though I don't know if the parents have already tried this. I find it difficult to make any ideal suggestions here. There is always the option of professional advice, such as asking the child's doctor at an appointment. I hope this situation finds a resolution.
