what must be the rules to be changed by the government to control population

hi friends ......help out to the government of india (any country) to help to decline the growth of population......as this topic is very important ...plz write on this as this site can reach to the govern ment n u can give ur opinions,,,.....for free....

Poorer countries have higher birth rates than richer countries. weird isnt it? i think it's because of the fact that in poorer countries.. women doesnt have careers or jobs.... that makes them amenable to getting pregnant! as compared to richer countries where almost all women works! and they have their career career career.. till they'r 40 or so. hmn.. so i think... the government should also look on generating more jobs. heheh. not only will they decrease the posibility of high birth rates.. also.. . it will also help their economy.

To begin with for the Governement, before making rules let them study and analyse
1. which area produces more childrens (categorise 1,2,3 etc)
2. Study the reason for this.
3. Deploy proper people to control machanism
Now Rules:
1. Educate the illiterate about the contraceptive and evil / burden of huge family to them and the country.
2. Ensure the availability of contraceptive freely to the eligible people.
3. Propose incentive for the people who adopts ideal family (say 2) intially it may cost little but in long run which gives fruits
4. Intensive check on the illiterate poeple on the size of the family ( a link with their supply of subsidized food / fuel)
5. Education , Education for the Illiterate by way of street dramas, lectures, and free set up social clinic and free and frank advice.

Here in Australia they are actually encouraging us to have more children, the governments 'ideal' being three children per couple. There are not the large families here like there is in other countries though. Apparently they think we aren't over populated... yet we are having trouble providing enough water for everyone and are on quite strict water restrictions.
