I have always wondered the exact same thing. It just does not make any sense. But then again I never thought that Goofy looked like a dog either. I really don't know what he looks like, to me he almost looks like a human being. On the other hand Pluto has always looked like a dog and acted like one too. I wonder what Walt Disney had in mind when he created Goofy in the first place.
I did some research on this and I think the reason is that Goofy was a character way back in the days of black and white - you know like Steam Boat Willie, etc. Goofy was originally called "Dippy Dog".
On the other hand Pluto was Mickey's pet and always will be his pet. He was created way after Goofy was and this is just how it has been ever since.
At least that is the best explanation I have been able to come up with.

Wow! Thanks for that explanation Schulzie! That is the best explanation I have seen to date. I always wondered about Pluto and Goofy too! LOL
I never heard of Dippy Dog before now. And I also never thought that Goofy looked anything like a dog, I always thought he resembled a horse or something.

I know my friend it is very perplexing as to why Goofy and Pluto are both dogs but Goofy gets to walk upright, eat like a person, talk and wear clothes, while Pluto acts like a normal dog,I think it might have something to do with the fact that Goofy is accident prone which makes him like a comedy relief, and it would be kind of silly in my opinion to have two dogs acting like dogs, and besides Goofy does not look like a dog,but that is just my opinion.

He doesnt look exactly like a dog but I think he is because hes close to looking like one and the rest of the characters in the shows are all animals of some type.
It would be silly to have two dogs acting like dogs...but maybe neat to have two being silly.

A long time ago on the family sit com Full House, Joey the commedian asked the same question in one of his amateur comedy acts, that were a large part of the character he played in the series. He made a good point. When you asked this question today on MyLot it made me think of that show.
