Difference between "Blogger" & "Blogger in a draft"

When i was updating my blog on blogger i saw blogger in a draft. Previously one someone told me about blogger in a draft.
But i can not find any difference between blogger & blogger in a draft. Except their design everything looks same to me.
I know nothing about HTML or CSS. But i think it is helpful for those who knows it.
Or may be something is different between those two services which i slipped my eyes.
So if you know about blogger in a draft then please share it here.

There are a lot of different blogger in draft vs blogger. The main different is in BID you can find "tools" or facilities that you can not find in regular blogger. For example the widget, there are plenty widget you can use in BID. The others are different text editor, better layout, etc. I think BID better that regular blogger.
