Responsibility

A week or so ago, i witnessed something awful. I live in a village where most of the houses are placed in such a way that they are quite close to each other. Our neighbor breeds dogs. Pittbull, specifically. It's really noisy around their place 'coz of these dogs. And pittbulls are usuallly big and scary, which is quite dangerous for the kids and toddlers around the village. It really doesnt bother me that much (the noise and all),butu i witnessed something that really bothered me. Being in a third world country, stray animals are quite common in our place. Especially in our village where there are atrounf 20 or so stray cats. We have adopted two adult cats who just come over when it's mealtime. And about 7 months ago, i rescued a kitten from our drainage and now she lives inside our house. I was feeding our 2 adopted adult cats when it happened. A stray cat happend to get into the neighbors' (the ones with the pittbull) front lawn and, like most stary cats, tried to steal some food from the dog's dish. The Pittbull suddenly came running and, unfortunately, caught the cat and bit it! the dog was so big and strong that the poor cat couldnt run fast enough. The dog would let go of the cat even tho' our neighbor tried to shoo it away. The dog ket biting and pounding the cat until it stopped moving. It was a scary sight. The dog was mercilessly ripping the cat to peices. It was awful. Even tho' it was a stray cat, i dont think it deserved such a vicious death. The next day, it happened again. Only this time, it wasnt a stray cat, but i small kitten owned by one of our other neighbors. It's awful how the dog bit tthe litle thing. Made me wonder if the big dog would hesitate attacking a small child or toddler if ever it gets out of the neighbor's house. Do you it's ok for dogs to be this vicious? Or is it the owner's responsibility to try to tame their dogs/pets?

What are the laws regarding dogs in your country. Those pit bulls sound dangerous, I would think they would attack a small child. They are known to attack children. Here in the US. we have animal control and we have animal laws. All the strays are picked up by animal control and taken off. Those aren't strays I know but they are dangerous. If a pet attack a person here the person is held liable and will be arrested it is against the law. Do you have children?

We dont have animal control here. It's really frustrating because i see a lot of people here getting pets but arent really serious about their responsibilities. No, i dont have kids but i do have a two-year-old nephew who comes over and visit us a lot.

No, I don't think it's right that a dog be allowed to do that, but I also don't believe the cat had any business living on the street where it was so hungry that it took such a risk. People need to be more responsible and spay and neuter their pets and not let them roam the streets, period.

Unfortunately my friend, our country does not have laws regarding animals and pets. That's the most frustrating part.
