Permanent residency status in Canada for my wife and stepdaughter

I am a canadian citizen living in the US for the last 30 years (dual citizen). My wife and stepdaughter are US citizens. We would like to move to Canada (semi-retirement)nin about 11 months. My question is whether we should move there and then begin the permanent residence application for them from there, or should I begin the sponsorship, etc. paperwork now. It appears that the former is more efficent, after they are there as tourists. Is that true or not?
