What you thought of was a very wonderful idea. Believe me. But it cannot be always like that, because by praticing that, you can only learn the English language while talking to that someone who is willing to teach you, not all the time. So, for better results, you must learn the English language by yourself, by doing self-studies. Many people in the world are good in speaking the universal language (which is English) because the said language is the first they learned, or if not the first, one of the first languages they learned. Moreover, most of the people they talk to also speak in English, take for example my music teacher. He is a Filipino- a person who was born in the Philippines- but he can speak in English in a very fluent manner. When we asked him why he speaks like that, he told us that his parents use the English language in talking to him. They said that by learning to speak it, the world can be a better place to live in because the people can understand each other.

You are definitely right! Filipinos really make an effort for them to learn the language. That's why most foreigners come in my country to learn English. There are many methods that non-native speakers do to learn English.Self-studying is very hard for them because they can't practice it. Specially in a country that people just accepted the language.

Oh, but the Philippines is the third largest (I think so...) English-speaking nation according to some trusted source...which I already forgot. Moreover, English is one of the two major languages spoken by people in the Philippines (aside from Filipino, of course), hence, the environment they live in really do influence their learning of the English language.
