So the guy has offered to just pay me the money for the tires. If he actually goes through with this should I still press charges or can I even press charges if he pays me the money back? People are telling me I shouldn't drop the charges even if he pays me. I just want my money to be honest.

I guess I missed part 1 of this. If you haven't pressed charges you should in order to protect yourself from being stiffed by this guy. If you have already pressed charges you can decide later on whether to drop them or not. He may well only get a slap on the wrist anyway but you do want to do everything that you can to make sure you are properly compensated.

the cop told me he would be arrested for criminal mischief once i identify him in the video. If he pays me tonight though for example should I still go through with charges? And if I told him I'd drop the charges if he pays me could that come back to bite me in the a** later, meaning would the cops say, "Well you said if he paid you, you'd drop the charges" ?

You just need to be careful that he's not going to start stalking you or something.
