The technique to photograph the rainbow depends on what type of camera you use.
If you are using a point and shoot camera, I think you just need to set your camera to landscape setting and the camera will setup the shot for you.
But if you are using a digital slr camera, you could play with the following:
1. Aperture,
2. Shutter Speed, and
3. ISO.
If I will be the one taking the picture of a rainbow, I'll be doing these settings
1. Set the camera to "M" Manual
2. Set the ISO settings to 100 so that my picture will be smooth and less noisy (meaning: the picture will be less grainy)
3. Set the Aperture to f/11 so that the picture will have less "bokeh" (blurred background)
4. Set the Shutter speed to 100 and adjust it based on my desired exposure.
I hope this helps

ah that pretty nice!! you should have highly focused digital camera for this purpose!! like nikon coz i believe that this rainbow wouldn be that bright to be captured in a normal camera!! and make sure you get into an open terrain to capture that wonderfull sight!! the scenery would be perfect!!
