Why isn't there options to transfer from paypal to alertpay?

We all know that we can transfer money from one bank to another in our living places. But when it comes to online bank account why isn't there a system or procedure to transfer money from one bank to another? Isn't it a real hurdle to online earners. Why isn't this issue being raised in front of online bankers.
Isn't this an essential system? What do you feel?
If you know of some ways to directly or indirectly do this then kindly share it.

when we have online bank acounts we can easily transfer money between bank account in different accounts. put paypal and alertpay are two rival payment processors that have attracted many sellers and payers. they never allow transactions between them.
its there policy. at present no one can transfer money from one payment processor to another directly.
