I would start locally. Try marketing them to friends and family who have babies. Have your network of people post flyers at their offices, grocery stores, etc. If you have local coffee shops and stores, see if they would mind carrying your product. I see local people selling greeting cards, salsa, and cookbooks in my local coffee shop. I agree, though, that ebay is relatively risk free.

I would say a local market as well. Or you could try both. The cost for selling on ebay is minimal so you risk loosing very little. Just put it under babies cloths or something... I don't know to many moms who don't get enough free clothes though... so I'm not sure how well this will go. If you see others selling it see at what price and offer it at a lower one until you get some good clients.

I would start with a local market. I don't know that people go on ebay looking for diapers but maybe they do. You might try your own website.
