Doesn't know what he wants...should he be given another chance?

I have a brother-in-law who is only 14 years old. He is very intelligent, self sufficient, however, he's undecided on what he wants in life. For 3 years now he has kept on repeating 1st year high school not because he's stupid or he has failing marks but because he doesn't finish it at all. He would go to school consistently for the 1st month but the succeeding month thereafter he would have consecutive absences until finally the school would drop him because of his absences. This has happened 3 times already and every time he wants to go back to school we'd give him another chance but unfortunately he still hasn't lived up to his promise that he'd finish school. Should he be given another chance?

Okay, I'm missing something. How can an eleven year old start high school.... Must be different in your country... Anyhow, another chance after messing up for three year in a row? All you'll get would be the same old, same old. He obviously thinks this is all a game. I would try and figure out what really is going on. Is he truant because of bullying for example? or plain old laziness? or can't he keep up with the material? It's time to either homeschool him or if at 14 he is allowed to work in your country, he should find a job, see how hard it is out there.

Thanks for commenting. In the Philippines, we only have 7 levels in elementary that would be from preparatory till Grade 6. My brother-in-law started school at the age of 4. I've tried everything just to know what's wrong. He's not being bullied in school, teachers love him, but whenever I ask him he would just say he can't wake up early. Private schools here start as early as 8am. I've tried every idea that I could. Talked to him heart to heart, even went to the stage of beating him up but no go. I've tried bribing him to go to school. Supported everything he wants grounded if needed to but no luck.
