How does a dual core processor work? Is it composed of 2 processors that sum up to its rated frequency?

The dual core processor contains two independent cpu unit . It can do the double amount of work compared to single core processor. It does not doubles the working frequency, it doubles performance (theoritically). In practical you get 30-70% performance boost (theoritically 100%).

The benefit comes to the software side. When dual core is used, any software optimized for dual core can execute two simultaneous thread at the same time. This increases the processing speed.
