It depends on the quality of your posts.
The better posts you make the more positive ratings you will get
from fellow mylotters.
And so your ratings will become higher

Well I guess it comes from whoever rates your discussions. Normally it is the person who posted a topic in the first place. Don't quote me on the last part I am not 100% sure on that one.
