how do you learn foreign languages?

i am a chinese and i am studing english and Jepan language now ,though i spent lots of time on them ,i learnedc nothing .of course ,i know that most people learn foreign languages by going to class regularly and study at home with a book ,but i am busy every day and it is hard for me to come to classes at a fixed time .if you can tell me a effictive way to learn foreign language in this condition ?thanks.
