Full tank please..

I just received an email about refueling your car. It says, those gas pumps also have sucking device that sucks the gas back into their pumping machine or what ever you may call it. Only for full tank though. This is one way of avoiding spillage of the gas. But, the fuel already passed through their meter so, you have already paid for something that went back to them. Is this true?
