It's free or not...

I mean can we complain about the things that are free when we purchase an item or pay for specific service and it comes as a bonus or add on, like if we eat at a fastfood and it states that it has a free wifi only to find out that it only has empty or poor signal can we complain about it even if it's only free?

opting out of a free thing is an option on the part of the consumer. But that does not make a provider free from the obligation of making the free product available at reasonably good quality once the customerwants the free gift. e.g. it is the responsibilty of the provider to make sure that the thing is risk free and is not useless. One provider can not supply free expired food. so they can not supply anything which is harmful. in short it is a responsibility even if they are writing it not to be their respnsibility.
