The Bible says:
James 1:27 "Religion that God our Father accepts as pure and faultless is this: to look after the orphans and widows in their distress and to keep oneself from being polluted by the world."
So it is an action that we do that makes religion, not our relationship with God.
But many people consider "being religious" to be superficial, hypocritical, not real.
And it is, if it is detached from a relationship with the Living God. Everything, detached from a relationship with Jesus, our Savior and God, is meaningless.
But it is true that not everyone wants that close relationship with our Lord, and so as you've seen, there are a lot of religious people, but few Godly ones. You can't be Godly apart from having a REAL relationship with the Living God.
