installing new oval pool liner

New liner does not seem to fit our pool. Pool is 15X30. We measured the liner as best we could from seam to seam and found it to be about 28 1/2 feet long. Our problem is tightness at the top of the liner creating a bulge--when we fill pool there is allot of space between the sand wedge and pool seam on at least 1 of the long sides of the pool. Any one know what the liner should measure from seam to seam? Want to make sure its us and not the liner.
