Guilds On Shadow Council

Are there any guilds on Shadow Council (server) that allow anyone (guild member)to use the guild bank, do dungeons/quests etc for lower levels (60 and up). Because nearly every guild I find on there the events are just for 70's or they don't do anything with he guild.

Well, my guild in the Dark Iron server has guild bank that is made specifically for lowbies. We have several lowbies that needs help in gearing up so they have access to the guild bank everytime. They don't have access to the epic items though since they have little need for it in the meantime. But the bank's still full of greens and mats that help lowbies gear up.
