How can the road sides be cleaned? What common measure can one take to keep the road sides clean? Not the rules or laws seem to do it. How should each one of us react to the untidy indian roads?!

I thought malaysian roads are bad, looks like india is worst!

I'm not too sure about other countries, but where i live, we have little vacum trailers running the side walk every morning. Usually i will wake up with clean streets in the morning, but back to being dirty again in the evening.
The main culprit would be unruly pedestrian who throws rubbish.
