When you (or your computer) checks the hard disk with Scandisk and finds bad sectors or lost files, it stores the data it finds in files with that name. They are of no practical use whatsoever unless you know exactly what data was lost. You can safely delete them.

Sorry about my inconsistencies!
swap file = page file = paging file
In case you weren't aware, if Windows doesn't have enough RAM to do something, it will use a special area of the disk, called a page file, to store things that aren't in current use. Disk access is much slower than RAM access, which is why, when you are upgrading a PC or trying to make it run faster, the first thing you should think about is increasing the RAM. That gives Windows more fast memory to use and often makes a BIG difference in the time taken for applications to load and run.

The folders should have no effect on the speed. They are often quite large, however, so will reduce the free disk space. If your hard disk is fairly full and seriously fragmented (the two are likely to go hand in hand), the PC will tend to become slow.
The remedy is always to:
1) Turn the paging file off (No Paging file)
2) Delete all unnecessary files (FOUND.xxx folders, empty Recycle bin, delete any temporary files and clear the Internet caches).
3) Defragment the drive
4) Turn the paging file back on to System Managed
A number of software utilities will try to do some of this (clearing unnecessary files, for example) but they cannot do all of it. Why spend money on software (unless its free) that does stuff you may not be aware of when you can, with a little effort, do a much better job yourself for nothing - and with the satisfaction that you know exactly what is going on?

These are recovered files or portion of files during a system error or when you do disk maintenance. There is no way of determining from which file or part of a file these comes from, the very reason why they are numbered. If you wont delete them, the next time windows found another file error it will just create another folder after the last - if your last folder is FOUND.003 the new one will be FOUND.004.
If you encounter these often maybe your drive is too fragmented or lets hope not a sign of an impending system failure. Since we don't know which file is affected, I would suggest you do backup, perform system maintenance and a registry fix.

Base on your replies it is a recurring problem. Try first the easy and costless way, scandisk, defrag, get the free CCleaner and do the disk cleanup and registry fix. If you still see these folders often then maybe some of your system files are already damage or part of them are in those folders, the surest way to correct this is do the format and reinstall. If after these and your still receiving those folders then its definitely a hardware problem, hope you wont reach this last part. Good luck.
