Is there really a such thing as $0.150 cents!?

Sorry if this sounds like a stupid question.... Okay, I know *dollars* are able to come in more than 2 characters, but CENTS!? Reason I ask is because there was this PTC site that said it pays 1.50 per click for premium members, now the way the decimal is placed between the 1 and the 50 makes you think you're gonna get one dollar and fifty cents per click, right? Wrong, the admin person said its 0.150 per click... what in God's name is 0.150 cents?!? Since when did CENTS have more than 2 characters? That makes no sense. Because one the cents hit .99, it automatically turns into a dollar and the next dollar and the next dollar. I never heard of no .100 cents, that's just stupid. Can anyone shed light on this please?

Well i think they may promise to give 1.5 cent to premium members generally most of site mention 1.5 cent as $0.015 ,but it is their style of telling 1.5 to confuse users.
