Can I create my own state/town?

Like on "Viva La Bam"
I'm pretty sure he didn't create his own state, it was more likely a town. So how do you create your own town?

you cab create a state as long as has it meet the 4 requirements that makes atate which is territory, population, government and sovereignty.. you sould also make sure that the basic needs of the people can be found there like food, shelter,and etc..

hmm i guess u can juz make 1 but u have to be sure u have the money/water/food/oil/brick/wood all thoes thing that is needed to make house and have water suplies for ur people ~ u cant expect them to live in wood houses right?
