Should juvenile deliquents be punished to a greater degree of the law?

Should young offenders or deliquents, be fully responsible for their actions and be punished to the greatest extent of the law.

Not if it is a first time offence. They should be punished so that they learn a lesson the first time, but if they do something a second time, it should be to the fullest extent of the law. That would minimize people making bad choices, and the stupid ones would be off the streets and stop killing people.
