Hollywood and their obsession with strings on fans

Just a little pet peeve. Why is it that in the movies the people always have strings or ribbons tied to their fans? Is it just a visual effect to make the point that its so hot they have their fans on? I have never in real life seen anyone tie anything to a fan. How about you do you or do you know someone who does? Why?
