Why are some people so indecisive?

I get surprised sometimes when I find people unable totake simple decisions. They keep fretting and fuming and consulting 10 people and finally leave a thing unfinished because they are unable to decide how to go about doing it. It is really irritating. Take for example if a guy has to go ona business trip to some city, he will ask eveyone he meets how to get to that city,hwa tmeans of transport to use, what are the advantages of that means of transport,what hotel to stay in,whether to take a taxi or hire a car from the airport. After spending hours on deliberations he will finally be in a state of confusion because of all the inputs he has got. The thing which would take me 10 minutes to decide and put into action, will take him the whole day and yet uncertainty will rule. Why are some people like this?
