Noisy neighbors.What do I do?

I live in an apartment building.I think a new neighbor just moved in,because all of sudden there has been this incredibly loud bass coming through my wall from early evening till very late at night.It keeps me up.
I really don't want to start some sort of a war with my next-door neighbor,but this is kind of entenable.What should I do about this problem?
Should I go to the building engineer first?Or can he even do anything about it?And if I actually have to go over there.How should i phrase my plea for them to shut the heck up?

I know exactly what you mean because I've been having the same problem. I used to live at home with my parents where it was always noisy, so it actually seems a lot more quiet here at my apartment now, even will all that bass blaring. I moved here about three months ago, and it hasn't stopped. I'm sorry you're in such an awkward situation. If I were you, I'd call your apartment rental office or whoever the authorities are there. Usually they're able to take care of complaints like that. I wouldn't talk to your neighbor at all because even though he or she is making all the noise, if you stay out of it with them it'll be a lot better in the long run, in my opinion. The office should be able to handle it for you. Honestly, if your neighbor doesn't abide by the apartment lease rules by being considerate of others, they can be kicked out. I actually just received a notice from my lease office yesterday about the "rules" here at my complex. They don't tolerate loud and constant noise like what you described. Those who violate their agreement will have to give up their apartment and move out because they can just as soon move another person or family into the apartment they just kicked someone out of, if you know what I mean. They're not losing a thing when they kick someone out because they can just rent to someone else. That'd be my suggestion, to talk to your apartment office. Just give them a call and see what they can do for you. They definitely should at least try to resolve the problem for you. I had a situation where some dude was parking under my car port, and I called the office the next day. By that afternoon, the car was gone out of my spot and never was parked there since.
