Loose Dogs

We have a neighbor that always has dogs. Somtimes he has them for a year or two. Then he gets more. No one knows what happens to the previous dogs. Anyway, his dogs which are chihuahuas are always getting loose and running all over the neighborhood. I can't tell you how many times these dogs have ran in the street. One actually got hit. Yet, he still doesn't do anything about them getting loose. I have put a note on his door once to tell him about the dogs getting loose so that he is aware. I even rescued one from the street. This has been going on for years. Now I have had it. How do you deal with neighbors like this?
